Allow for felony charges other then sexual offenses charges against children and the elderly and such charges as murder not to be held against a person after a period of 10 years for employment perposes including goverment jobs law enforcement post office and local state and federal jobs as long as the person is past 10 years since the conviction of the felonys up to a amount a limit of 5 felony charges
