The first amendment no longer guarantees an open, uncensored internet. Lawmakers have interpreted internet concerns as an issue of property, not speech, as a means of circumventing any first amendment concerns.
Worse, in the time from 2010-2011 lawmakers have shown increasing interest in regulating the internet via bills like COICA, PROTECT IP, and SOPA. With net neutrality becoming a national issue, regulatory bodies like the RIAA have augmented their lobbying effort and the free and open internet we have today is in danger evermore.
This petition does not purport to know the wording an amendment like this would use; nonetheless, it should resemble "Congress shall make no law advancing restrictions on citizens' access to communication networks."
