In order to promote green jobs, energy efficiency, and environmental sustainability and overall economic vitality, the President should spearhead a law requiring organizations to publicly report their environmental impacts annually. That level of broad transparency will liberate business leaders who want certainty about what is expected of them, stimulate markets for green products and services, and enable the green technology sector to flourish.

A simple, proven methodology already exists for estimating the impact of an organization's procurement and activities: Financial Hybrid Life Cycle Assessment (ex: http://www.climateearth.com/technology.shtml). It utilizes US government data, supports E.O.13514, and can is consistent with standards like the GHG Protocol.
