A Special Independent Prosecutor has to be appointed to handle any Justice Department matter involving Hillary Clinton since, at best, there is an extreme appearance of impropriety on Loretta Lynch for having a half-hour private meeting with the husband of a person under criminal investigation by the Department of Justice's FBI and since Lynch currently is the person who will have to make a decision if the FBI refers for prosecution as to whether to prosecute or not.
