Speed the processing of spousal visas.

The system for processing spousal visas is to slow. It can take over a year for a spouse of a US citizen to receive a visa and work permit. That's a long time for a family to be apart. A visa and work permit for the spouse of a Hong Kong resident, for example, only takes four to eight weeks. This artificially long processing time does nothing to increase security nor prevent sham marriages. The processing time for spousal visas and work permits needs to be shortened.
