If I start out with no money, and someone gives me $5, I can't spend more than $5 without becoming a slave to debt. By the same token, the government of the United States of America should not spend more money than what it brings in. Doing so brings us ALL into economic slavery. The American people are less concerned with WHERE the cuts are made, and more concerned with there BEING cuts. Stop spending more money than what you have. Grow up, put away your petty bickering, write a balanced budget, and don't overspend. It really is that simple.
