The American economy is being held back by limitations on government spending imposed by the Budget Control Act. The current spending levels are based on projections tabulated for the economy in 2006. In 2015 those spending levels are stymying job creation and innovation in transportation and infrastructure as well as programs aimed at retraining Americans for a changing 21st century job market.
