Comcast is detrimental to the growth of Gigabit speed internet in the USA due to its harmful business practices towards its customer base. Due to common activities that require high bandwidth ---and the future growth of those activities--- Comcast is placing an unfair burden on the average user by restricting bandwidth to the point that users cannot fully take advantage of those activities without exceeding the data caps that Comcast is putting into place. This stifles future technological growth purely due to a business decision (as opposed to a technological one). Americans in many parts of the country have no alternative to Comcast's internet service and as such Comcast is a monopoly in those areas.
