Amendment II

A well regulated Militia, being necessary to the security of a free State, the right of the people to keep and bear Arms, shall not be infringed.

At the very beginning of the Second Amendment it talks about why people should be allowed to keep and bear Arms, but our laws do not reflect this. All citizens should have to join a "well regulated Militia" and then be extended the priviledge and responsibilities that come with ownership of firearms.

These militia's will provide proper initial and continued training on safe use of firearms. They will also create a check and balance to screen out those citizens who's actions could lead to improper use of these weapons.

It is time to honor the Second Amendment completely, not just partially.
