Sponsor a bill for the creation of "Constitutional Civilian Militias" to fulfill the entire Second Amendment

Please sponsor a bill for the creation of militia dedicated to the US Constitution, Freedom, and our ideals. Members would be able to buy and own military weapons, get a special tax deduction, be able to make arrests, and to be able to purchase with no additional check, any firearms by showing special ID. These members would undergo military training, but couldn't be violent felons, convicted sex offenders, wife beaters, hate group members, dangerously mentally ill, or gang members. They would be required to train together regularly, pass a Constitutional test, swear in court their loyalty to the Constitution and the American ideals, and vote in all national and statewide elections, except primaries.
