Sponsor bill to Limit Congressional terms to 2. Freezing pay and benefits if spending is over 3% of GDP any given year

Congress should be restricted to 2 terms for both senate and house. Limiting benefits and pay for any budget spending over 3% of GDP. Also restricting any member from having any financial affiliation with any business they voted on any legislation on for a period of 10 years after leaving office.
