Congress shall pass a bill and the president shall sign into law an Act that limits the amount of money an elected or appointed official of the United States Government may be reimbursed for travel in connection with said officials official duties to the official per diem rates as set by the Government Services Administration (GSA.) Any monetary amount over and above the approved GSA per diem rates shall be reimbursed to the United States Treasury by the elected or appointed government official responsible for said charges. Any travel expenses not connected with official duties of said elected or appointed official shall be the sole responsibility of the elected or appointed government official.
