Sponsor a law defining secession by a state or body of citizens to be high treason with prescribed federal punishments.

Given that secession in the USA has been since the 1830's an excuse for oligarchic and anarchic cabals to attempt to demean, defeat and undermine the rule of law as determined by majority vote in representative legislatures and in popular referendum, and given that it is the first step to destruction of contracts, disruption of the economic life of the nation and civil war, that state, regional or municipal legislative votes, petitions and other instruments of public policy by any government within the United States be henceforth defined as treason to these United States, and be subject to the controls, punishments and penalties of the commission of that crime as with any other terrorist threat.
