The current election of members to the House of Representatives is inefficient; approximately 80 seats lack major opposition each election and an incumbent has a 90% chance of re-election. But these are not signs of mass popularity; there is a great deal of dissatisfaction with Congress. Part of the reason is the House of Representatives does not reflect the political economic and social beliefs of the public but rather the best choice available, if one even exists. By enacting election reforms to elect the House of Representatives by proportional representation, Congress would better reflect public opinion and elections would be more competitive.
