Sponsor legislation that requires an additional tax for those who do not register to vote and/or vote in major elections

Motivate elegible citizens to register and then vote in the major elections that occur every two years. Thirty percent of registered voter turnout is not a fair representation of the voice of America. Elected officials are supposed to speak for all their constituents, not just thirty percent.
