In state prisons, assaults and abuse by inmates against inmates, and corrections officers against inmates happen routinely and are handled administratively, not adjudicated as criminal acts. The ghastly conditons vary widely from state to state and Amnesty International, plus other more civilized nations have decried our penal system. The inhumanity of our system has resulted in high crime and more people incarcerated in the U.S. per capita than in Hitler's Germany or Stalin's USSR. It is ineffective and inhumane. It is time to reform the prison system.
