Amendment XXVIII
1. A well regulated militia no longer being necessary for the security of a free state, and it being apparent that the safety and security of the citizenry is imperiled by the proliferation of guns among the populace, no right shall attach to the People to keep and bear arms.
2. The Congress shall have the power to enforce this article by appropriate legislation, but in no case shall Congress enact any law precluding any State from establishing magazines where weapons shall be kept until use for legal purposes.
