Since it is true we are Trillions of dollars in Debt I propose congress should completely reorganize government spending not only so that we have a balanced budget but that a super-funded space program replaces some of what is spent on defense. This way we can go back to building better spaceships and eventually have warp capabilities. This could also include the Star Wars defense program as proposed by Regan (see link)

Douglas MacArthur once said "The next war will be an interplanetary war. The nations of the earth must someday make a common front against attack by people from other planets". So I propose that congress not only stops overspending but spends wisely and prepares for the future.
