A law, or if necessary Constitutional Amendment, would mandate the drawing of Congressional Districts as rectangles.
This would make Congress more responsive to the people. It would make it harder for the two major political parties to create "safe" districts. It would promote competition for Congressional seats and the healthy debate that comes with competition. It would reduce the power of fringe politics and increase the power of independent and "middle-of-the-road" voters.
Provision is made for districts that border on state boundaries or natural features which cannot accommodate straight lines.
