A program is needed to restart jobs in the housing industry and provide for mobility of Americans by being able to buy and sell homes, as well as a rational basis for lenders to appraise homes. This requires government help to stabilize home prices.
Fund HUD to buy foreclosed properties. Rent or bulldoze these properties but do not permit them to be sold until the Secretary can certify that area of the country has stabilized the prices of homes.
