Standardize the amount of donated money that must go to a given charity.

Create legistration that insures that at least 51% of public money donated to a charity in fact goes to that chairty. Investigatte and shutdown existing charities that are scamming the publlic and lying about how much of their dontation actually goes to the charity they support.
