Currently each university negotiates with the federal government for individual rates. Traditionally smaller universities and poorer universities have received lower rates than famous and private universities. This has created a situation where the richest universities tend get richer and are able to recruit and retain talented people and keeps the poor universities poor. Similar situations of unequal funding exist across higher education, but this is one of the most flagrant unfairnesses of our research and innovation system
