At present each federal assistance program uses a unique set of criteria to determine income and a unique definition of annual household income. By standardizing the definition and criteria across all programs, we would be able to determine if applicants qualified for assistance using a one time (or per year) determination of eligibility. Being able to share this information between programs would save huge amounts of processing time, rework and duplication of work. This would provide clarity for all parties regarding eligibility of an applicant for all programs. Example: Households must have incomes at or below 80% of median household income, adjusted for household size, and determined annually by HUD. Use of one method of determination and one set of exclusions or inclusions.
