Standardize education funding within state districts.

I propose a federal law that forces states to allocate funding to schools on a dollar amount per student basis. In many current funding structures school districts get funding from property taxes. In the current system areas with high property value will have better public school funding and vise versa. Under the system that I propose a state would figure out the average cost of education per student and grant school districts funding based on the number of students. An inner city school would be funded just the same as the affluent area school, bringing equality to education. It would also provide the government a reasonable baseline for assessing student and teacher performance. School districts would receive identical funding, so they should produce similar results on standardized tests
