Standardize shipping laws for alcoholic beverages across all US states and territories

With note that laws across all fifty US states have their own laws determining whether a person can have alcoholic beverages shipped to their home, a proposed simplification is in order:

Here are two clauses to add in:

* One may have wine or beer shipped to them by an authorized party by way of the carrier of the shipper's choice

* The person receiving the package MUST be of legal drinking age
