Direct the U.S. Attorney General (AG) to clarify the legal definition of "deadly force" which is open to a wide interpretation in spite of the 1985 Tennessee v. Garner opinion from the Supreme Court of the United States. Also, direct the AG to establish annual training for all law enforcement agencies regarding the use of deadly force. Make the successful completion of deadly force training a condition of continued employment for each police officer at the local, county, state and federal level. Apply the guidelines and training rules to all private security firms as well. Until the federal, state and local bureaucratic inadequacies are addressed, inappropriate use of deadly force will continue. All lives have value.
