The White House is required to present an Annual Budget to Congress. It's the White House's recap of revenues and expenses and how he wants to raise revenues and fund all programs. This is the law because it' supposed to act as a plan for going forward. The House then makes adjustments and sends it to the Senate, who may also make adjustments. The Houise and Senate then establish committies to resolve the differences and come out with a budget from which the US is to act. There has not been a budget of the United States during the entire Obama Administration.
It is time to become a leader and get the process started. Stop placing blame with others. As Harry Truman says "The Buck Stops Here." (with the President)
