Start charging counties the US has to defend for non allies

We the people demand that you Mr. Obama instruct the US Congress to start working on a bill that would require foreign nations (non allies) to pay for our aid thus cutting the cost of going to war. If any profit is made we demand that it go on the national deficit or be put into future research, development for our defense. For allies that enter a war we only demand one third of the total cost instead 100% This would only be if a ally attacks a nation, not if a ally come under attack in that case it would be up to the ally to offer a resource of some kind to help with the cost, but the would be entirely optional on the allies part. If it be gold, oil, cash, etc... the resource should be sold at market value, and put either the deficit or NASA's research and development fund. STOP SPENDING
