Tie gun ownership into military service. Conscript able-bodied men and women for two years, and for infantry and other combat ratings, let them keep their main battle rifle for life. Require them to stay qualified every year, not just in that weapon but heavy weapons, radio, and vehicles, as well as their occupational specialty. Tie this into the ability to find and keep meaningful employment. Tie that into government working for the working man.
