many times an act being proposed by any member of congress the senate or the president has many intended actions and while some may be good not all of them are good and so the entire act is denied simply because one or more intended effects were not agreed upon and that is how government never gets anything done or get done right. start creating proposals that have one effect and one effect only and if necessary only expand it to how you will fund this effect but only focus on one effect at a time. issues can only be solved by multiple effects working on it but each individual effect must be agreed on at a time for anything to get done. too often the advertised benefit that is agreed upon by all is not the only thing in a bill and so a good thing is denied for a bad thing in fine print.
