The government should create and fund a new agency or division of NASA, that will focus on the future of space travel, colonization and terraformation of other habitable celestial bodies in space.
The agency will specifically focus on scientific studies on interstellar space travel, development of colony ships, and colonization of the Moon, Mars, Venus, Titan and other celestial bodies.
