Start a department to help the seniors and disabled after the Social Security money runs out with housing, food, clothes

We are asking the Obama administration to create a department for the seniors and handicapped. Social Security is running out in 2021. The armed forces in Afghanistan are coming home and that will free up a lot of money. It takes a lot of time to create a department. We need housing, food, clothes, phones(911) and transportation(to the doctor and for food). We do not have the skills to invest nor do we have the money. SSI is under Social Security. These people cannot survive on the streets. They would be homeless. No employer is going to hire a 65 year old and older person and pay enough to cover the necessities of life. We do not want the drug addicts and drunks in this program. No one wants to work while they party. We are a lot of voters, baby boomers too.
