Start a federal gun buyback program

The Federal government should start a gun "buyback" program where firearms are purchased from individuals, just below fair market value, no questions asked. Weapons purchased in these programs should then be examined for registration and historical value. Stolen weapons ought to be repatriated. If the weapon has historical or cultural significance it should be donated to the appropriate federal institution. The remainder should either be destroyed or donated to Federal law enforcement.
