Start giving low or no interest loans to high tech businesses to train employees. The news is full of stories of businesses suffering due to lack of employees who are not able to get adequately qualified employees. Some businesses have started training programs for employees already. NPR recently did a segment on OTR drives and a company who started training their own drivers.
