Create an independent firearms standards agency.

It would:

Set minimum federal firearms standards.

Train and pre-approve citizens for the type of firearms that they wish to own.

Establish licensing requirements for each gun owned.

Establish annual renewals for firearm licenses, where each gun must be inspected to insure that they are in good working order, have not been modified, and are still in possession of the person to which they are licensed.

Establish a national "gun buyback" program.

Establish offices in all major metropolitan areas to insure compliance as well as efficiency and access.

Work with firearms manufacturers and retailers to help with compliance and efficiency.

Allow states to modify rules within the state if they wish for stricter controls.

Be self funded.
