Start legislation which would have all cell phones disabled during motion over 5 miles per hour.

In the interest of public safety, new laws need to be enacted to prevent accidents which are caused by distracted drivers who are using their cell phones and smart phones while driving. New technology should be introduced which would limit the functions of a cell phone or smart phone when the cell phone is traveling at speeds greater than 5 miles per hours.
