Start a Manhattan Project 2 in response to 9/11 to find out why foreigners are coming to diametrically opposed positions

On 9/11, 19 foreigners hated America so much that they were willing to sacrifice their lives. But other foreigners are willing to sacrifice their lives to protect Americans. Why hasn't the US government created a scientific research project to explain what is causing this difference so that we can ensure that all or most foreigners are in the "protect America" camp?
