start naming significant winter storms.

In view of the fact that certain winter storms have as great an impact on Americans as named tropical storms & hurricanes, the National Weather Service should establish criteria that would qualify them for naming and publish a list of winter storm names. Media outlets are using different names for winter storms and this is causing confusion. In the interest of public safety, an official name should be set by the National Weather Service.
