start a national buy back program which encourages people to turn in their guns.

The NRA needs to be stopped. They are happy now that gun sales are picking up since they have faced maximum saturation of the market and can't find any new people to sell guns to because everyone owns them. The likelihood that the government can afford a program like this at this time to match the resources the NRA has invested in selling guns to people and keeping them able to buy may be low, though, i believe it is worth a shot.
