Start a FEDERAL DEPARTMENT OF POLICE MISCONDUCT to take complaints and investigate. Investigation shall be done and finished within 60 days. Anyone caught lying for an officer shall face still penalty.
Start a civilian panel that oversees the evidence and decide if charges should be brought up.
To assure fairness the panel shall consist of 3 Whites, 3 Blacks and 3 Latinos by federal law.
The panel shall not include anyone with any ties what so ever to any law enforcements, friends or families of.
Any officers with more than 3 complaints shall be fired and never again allowed to work with any law enforcement or security.
