The 28th amendment: Congress shall not create a budget that has expenditures over 90% of the actual income over the fiscal period. during times of national debt expenditures must be cut to 75% of income. any monies to be borrowed must be explicitly laid out in the budget and total money borrowed may never exceed 33% of the GDP except in national defense, and must be approved by a 2/3rds vote. the monies left over not allowed to be touch by the expenditures must be used to pay off national debt or if there is none to go into surplus savings.
