As per Article 5 in the United States Constitution, please petition both Congress and the State Legislatures to create a constitutional amendment for a balanced budget.
The State Legislatures should be asked to convene an Article V Amendments Convention, in the event congress cannot agree on how to balance the budget.
It is strongly recommended that the amendment link a balanced budget to reelection eligibility.
For example, if the Discretionary spending part of the federal budget is not balanced by Oct 1st, all seats of congress are up for reelection in the next election, and none of the sitting congressmen are eligible for reelection.
