Create a program similar to the The Rural Electrification Act of 1936 to make 10 Mbps broadband internet service available to all homes and businesses before 2015 at a cost not higher than 125% the national average cost for 10 Mbps service to be funded be a small federal bandwidth tax. The amount of tax would be based on the bandwidth consumed.

Individuals and businesses who consume the most bandwidth would pay more tax than someone consumes a lower amount of bandwidth. Another benefit of a bandwidth tax could be a reduction of spam, denial of service attacks and other form of bandwidth abuse.
