To make more funding for Homeland Security to hire more workers to control boarder of the U.S. This in itself make more jobs for U.S. citizens. The same program could make more jobs by cracking down on employers that don't hire U.S. citizens or people that are here legally. It would be some what like the W.P.A. days. So many illegals have taken from young U.S. citizens they are now a large part of the unemployment rate. Make the jobs more open also to those that have served our country in the military. If they want to become legal here make more jobs to do that as well. First you have to stop the number of illegals coming into the country first. This funding to tighten up the boarder would also help make jobs to stop those wishing to do harm to our country.
