This will be a registered federal and state watch list that will be treated like those related to the sex offenders registry and laws, all bodies of law enforcement thereof where someone will be brought into a court room and found guilty of hindering someones life based on these practices, then they are moved into a correctional facility for a period of time per criminal violation, then end up on a watch list for persons who are released. Liberal Democrats will stay on this watch list for 15 years. And they will watched similarly to the sex offenders registry and all levels of law enforcement will see these people as they do sex offenders.
