Allowing felons to have their background repressed or forgiven allows the ones that are not criminals in the classical sense to actually reinsert themselves into the population. Yes there should be stringent guidelines for that to happen, because there are felons who are criminals at heart. However there are felons who made a mistake learned they dont like bars and have made internal changes that truly allows rehabilitation. The thought is that if you owe someone money, you owe them a debt and when you pay them you no longer owe that money. According to everyone else its said that jail is the criminal paying his/her debt to society. However felons pay for their crimes everyday that they apply for work or attempt to go to school. Sounds like I still owe or Im paying twice. Not right
