Start taking steps to make it mandatory for all public restrooms both men's and women's to install changing tables.

I am a mother of 3 & have a few single friends that are dads and they come into the problem all the time of not having a female person around to change the child so they are not making women feel uncomfortable by going in the women's bathrooms so they are left with most of the time changing the baby on the floor with a blanket underneath the baby. As a mother and from a woman's point of view it would be nice if me could go out in public with us and a baby and he sometimes changes the child. I'm not sure this is going to get very far because I am one person but I guess we all start some where.
