Start taxing the upper 2%. I mean, they can afford it, right? Why aren't they paying taxes, anyway? Isn't that illegal?

Why don't the richest people in America have to pay taxes? What gives them the right? Here we are, those of us at the bottom, working our butts off and paying heavy taxes for it, while the upper percentile feel they don't have to pay squat, even though they could *seriously* afford it. I'm not talking a huge unfair tax, but a reasonable percent of total earnings. That would help stimulate the economy and take the heavy burden off our shoulders. If those who can afford it don't have to pay taxes, then those that can't shouldn't have to either.
