When someone is addicted to a harmful drug, they shouldn't be thrown in jail, they should be helped. Instead of prison, probation, or a fine, give these people the medical help that they need. If it is a drug that has no medical harm associated with it, such a marijuana, then that drug should be completely legal in the first place as neither approach is necessary.
