Start a voluntary citizenship exchange, buyout those who are drains on our economy and sell those spots to the qualified

Offer a taxable cash sum for those who need financial assistance, up to the lifetime value of their cost on government welfare expenses, for them to voluntarily move out of the country and give up their citizenship. Contract with developing nations looking for foreign capital to set up partnerships to take these individuals. With the citizenship spots vacated by those who move out, offer them to those who will purchase US citizenship at a price, allow them green card and then expedited citizenship. The gov will have new sources of taxable income, those who move will have disposable income likely greater than what they will earn for a lifetime to spend at another country with much lower cost of living. The foreign government has new investments, and the foreigners has expedited citizenship.
